If it is, then yes - could just be dead pixels which, for a screen of this resolution, isn't acceptable, but not many manufacturers give a dead pixel warranty (unless it's paid extra for). There does appear to be a very sharp black dot of one or maybe two pixels in size, but that is not what I thought you were talking about. There's a larger and slightly fainter one at the lower right as well. If it's the area I am looking at in the screenshot you posted then it certainly isn't dead pixels, but then I am looking at a quite large blurred dark smudge in the top right section. So I assumed it was something on the lens, but cleaning it didnt change anything. It only shows up when zoomed in and gets progressively lighter as I zoom out.
